Several countries have established special penalties for drug addicts as a part of the fight against drug-related crime. Experiences from Ireland and Scotland inspired the Norwegian Drug Courtmodel, even if the legal systems are different. There is, however, a general understanding of the correlation between crime and drug abuse,4 and the constant need to strengthen and establish measures for drug addicts who commit crime. This is a challenge for both the correctional and the treatment systems.
